Google said Thursday it will invest $17 billion in its first Wyoming data center, a major expansion of the computing infrastructure used for artificial intelligence and other online services.

The project will be built in Laramie County in partnership with Tallgrass Energy, Black Hills Energy, American Electric Power and Related Digital. Google said it expects the investment to generate hundreds of millions of dollars in local property taxes and support workforce and education programs in the Cheyenne area.

Power for the site will include a planned 702-megawatt commercial-scale fuel-cell development using natural gas and carbon capture and storage. Bloom Energy is expected to supply the fuel cells. Google said the carbon dioxide would be captured and stored at Tallgrass Energy’s Eastern Wyoming Sequestration Hub.

The company also said the data center will use air cooling to reduce water consumption and that it will pay for all of the electricity it uses, including infrastructure needs directly tied to the project. Black Hills announced in October that it had signed long-term agreements to provide energy service for the planned facility.

The announcement comes as data-center expansion is drawing closer scrutiny over electricity demand, water use and local costs. Reuters reported that voters rejected all but one of 41 data-center-related ballot measures decided this week, increasing uncertainty around the pace of new construction in some states.

Google’s Wyoming plan remains subject to the execution and buildout of several large energy projects. The company did not give a completion date in its announcement.
