The University of Phoenix announced October 31 that it has published a white paper examining how rural employers can support workers who are learning artificial-intelligence tools largely on their own.

The paper, by Stella Smith of the university's College of Doctoral Studies, brings together national workforce-survey results and existing research on rural labor markets. It addresses the gap between employees developing AI skills and organizations' ability to recognize and use those capabilities.

The university's announcement cites its 2026 Career Optimism Index, in which 50% of workers reported learning AI independently and 60% wanted more guidance. Among employers, 62% said workers were developing AI skills faster than their organizations could adapt, while 48% expressed concern about retaining AI-fluent employees.

Those figures describe national survey findings. They are not presented as measurements of rural workers or rural businesses alone.

Smith applies that wider evidence to communities where smaller employers, limited training resources and fewer nearby career options can make skills development more difficult. The paper identifies a risk that workers who acquire AI capabilities could seek opportunities elsewhere when local employers cannot offer ways to apply or advance them.

Its proposed responses include partnerships between education providers and employers, clearer ways to assess skills and connect them to career opportunities, and training for managers who supervise AI-assisted work.

These are recommendations in a university white paper, rather than evidence that a particular training program has already improved retention. The publication synthesizes research and proposes a framework; it does not announce the results of a new intervention in rural workplaces.
