China’s National People’s Congress Standing Committee approved a law against cross-border corruption on Friday, November 6, according to an official announcement carried by state news agency Xinhua.
The law contains six chapters and 47 articles. Xinhua’s adoption notice identifies provisions on institutional responsibilities, case handling and international cooperation, integrity compliance and legal liability. It says the legislation takes effect upon promulgation.
The stated purposes include preventing and punishing cross-border corruption, strengthening international cooperation and protecting China’s sovereignty, security and development interests. Those are the objectives described in the official notice, rather than independently measured outcomes.
The adoption follows a further reading of the proposed legislation earlier this week. A Chinese government account of the November 2 deliberations described a draft covering the principles and scope of cross-border anti-corruption work.
Friday’s vote moves the measure beyond that draft stage. The brief adoption notice does not describe a particular investigation, identify any accused individual or report an asset recovery under the new law.
