Launch Catch-Up — Decisions Announced October 26, 2026.
The Council of the European Union said it adopted eight decisions October 26 making about €4.9 billion available for Ukraine-related military aid reimbursements and training.
The package includes €4.7 billion to partially reimburse member countries for military aid they have already delivered. Another €230 million provides additional financing for the EU Military Assistance Mission in Support of Ukraine, known as EUMAM Ukraine.
The distinction matters: most of the announced allocation concerns reimbursement for earlier deliveries, rather than a newly delivered weapons package worth the same amount.
The Council said the decisions implement part of an earlier €6.6 billion political agreement. They do not represent an additional €4.9 billion on top of that agreement.
The money is being mobilized through the European Peace Facility, a mechanism used to finance military and defense support. This report describes the Council's financing decisions; it does not independently establish when individual reimbursements will be paid.
