Update — November 8, 2026, 5:53 p.m. AST:
The National Weather Service issued a new flood warning for Naguabo until 8 p.m. AST Sunday, equivalent to 6 p.m. CST. Emergency management reported at 5:50 p.m. AST that Puerto Rico Highway 31 at kilometer 8.0 remained closed because of floodwater.
The San Juan office reported 2–3 inches of rain in the newly warned area, with up to another half-inch possible. Flooding of streams, rivers and low-lying places was occurring or imminent, and low-water crossings could be impassable. The agency advises drivers to avoid flooded roads and use particular caution after dark.
This Naguabo warning follows the earlier eastern Puerto Rico flash-flood warning, whose stated ending time was 5:45 p.m. AST. It does not extend that earlier warning for all four municipalities. The earlier rainfall estimates and Río Blanco gauge reading below are retained with their original bulletin times.

Update — November 8, 2026:
Emergency management reported that Puerto Rico Highway 31 at kilometer 8.0 remained closed because of floodwater, according to the National Weather Service’s 4:13 p.m. AST Sunday bulletin. That update also reports a U.S. Geological Survey gauge reading of 11.39 feet on Río Blanco in Naguabo, reaching moderate flood stage.
The warning for Ceiba, Fajardo, Luquillo and Naguabo continues until 5:45 p.m. AST Sunday, equivalent to 3:45 p.m. CST. The bulletin reports 2–3.5 inches of rain, with another half-inch to one inch possible. Flash flooding is already occurring in the warned area, the agency says.
Separately, a 4:57 p.m. AST bulletin said the Gurabo, Juncos and Las Piedras warning would expire at 5 p.m. AST because heavy rain had ended and flooding was no longer expected to pose a threat there. Residents should still heed remaining road closures. That expiration does not end the separate eastern warning or establish that all roads have reopened.

Update — November 8, 2026:
A separate flash-flood warning now covers Ceiba, Fajardo, Luquillo and Naguabo in eastern Puerto Rico until 5:45 p.m. AST Sunday, equivalent to 3:45 p.m. CST.
The National Weather Service issued that warning at 3:22 p.m. AST after radar indicated 1–3 inches of rain across the newly warned area. Another 1–2 inches is possible. Flash flooding is ongoing or expected shortly, according to the San Juan office.
The bulletin identifies creeks, streams, roads, underpasses and poorly drained or low-lying areas as vulnerable. Motorists should avoid flooded roads, the agency advises.
The Gurabo, Juncos and Las Piedras warning below retains its separate 5 p.m. AST expiration. The rainfall figures describe different warning areas and should not be combined into a territory-wide total.
Earlier Reporting:
The National Weather Service issued a flash-flood warning Sunday, November 8, for Gurabo, Juncos and Las Piedras in Puerto Rico after radar indicated thunderstorms producing heavy rain.
The San Juan office issued the warning at 2:55 p.m. Atlantic Standard Time. It remains in effect until 5 p.m. AST, equivalent to 3 p.m. Central Standard Time.
Between 1 and 2.5 inches of rain had fallen across the warned area, according to the bulletin. Forecasters said another 1 to 2 inches was possible. Those estimates and forecasts apply to the warning area, rather than a uniform total at every location.
Flash flooding was ongoing or expected to begin shortly, the agency said. Small creeks and streams, streets, highways, underpasses and poorly drained or low-lying areas are among the places at risk.
The warning is based on radar-indicated rainfall. It does not confirm that every road in the three municipalities is flooded or that damage has occurred at a particular property.
The weather service advises drivers to turn around when encountering a flooded road. Residents should follow later local warnings as conditions change.
